Recently, Master Builders Victoria recognised Taliah Elmer with a Certificate of Excellence in the South West Region for her outstanding efforts as a second-year Painting and Decorating Apprentice working on Programmed’s Warrnambool Social Housing contract alongside Quality Work Constructions.
Taliah joined the contract in May 2023. While both she and her father, Heath Elmer – Director of Quality Work Constructions, were initially unsure whether an apprenticeship in a traditionally male-dominated industry was the right path, it didn’t take long for her determination and work ethic to shine through.
Over the past three years, Taliah has grown into a confident and highly valued member of the team, developing both her trade skills, and strong relationships across site with fellow trades and contractors.
Her efforts were recognised by trade school teacher Chris Trewin, who nominated her for the South West Region Apprentice of the Year award after seeing her growth and dedication firsthand.

After receiving the award in the mail, Taliah was expecting a normal workday – instead, the Programmed team surprised her with a toolbox talk celebrating her achievements with flowers, vouchers, and a hard-earned day off to enjoy them.
Heath said watching Taliah thrive in the industry has been one of the proudest experiences of his career.
“I’ve worked in the construction industry for more than 25 years, and the past three years working together on this contract has been the most enjoyable job I’ve had, because I’ve been able to work not only with my daughter, but my best friend.”
As Programmed celebrates 75 years this year, this story is one of many that demonstrates the lasting legacy of families building their careers across generations within the organisation.
Taliah credits the welcoming and inclusive environment created by the Programmed team and subcontractors as a big part of her success. Reflecting on her journey, Taliah encouraged other women considering a trade career to back themselves.
“Take the leap – trust yourself. I was in your shoes, and I was nervous, but being a woman in a trade has given me strength and a sense of pride. Find a workplace that values you, and never underestimate how much you can achieve. Keep pushing, keep learning, and you’ll open doors you never expected.”
